SWAP agreement on the Italian-Albanian development debt
(Second phase)

This Call for Proposals is the second Call in the Second Phase of the Italian-Albanian Debt Exchange Agreement for Development (IADSA II), the
second initiative of the current Italian-Albanian Development Cooperation Program to support social development in Albania by providing funding
resources for the implementation of projects proposed by Albanian public bodies eligible. Eligible projects must be:
– based on the strategic priorities of the Government of the Republic of Albania, included in the National Strategy for Development and European Integration
2022 – 2030 and in the updated sectoral and transversal strategies and in the Plan Action Plan for the Implementation of the Stabilization Agreement e
Association (ASA); – in line with the areas priorities identified by the Italian-Albanian Development Cooperation Programme; and – in relation to
following objectives and areas of intervention: development of human resources, employment, promotion of gender equality, empowerment
of social inclusion with particular attention to unemployed young people, to needy women, minorities and people with disabilities e
support for social protection of vulnerable groups, in the context of Verifiable community participation and sustainable use of resources since
environmental point of view, sustainable territorial development of rural areas disadvantaged to generate employment and address unequal patterns of economic growth.

The specific objectives of this 2nd Call for Proposals can be summarized as follows:

  • Support sustainable local development in order to overcome the lack of opportunities work, the protection of the natural and cultural heritage, the promotion of the economy circular, social enterprises, social impact investment with particular attention to disadvantaged rural areas;
  • Address inequality in public health care and social service provision, including preventive health care by improving access to good basic services
    quality, innovative and effective ways to improve the health and social status of population;

The results of the evaluation and selection of the Project Proposals will be published on the IADSA Website (http://www.iadsa.info) subject to approval by the IADSA Steering Committee.
